Colorado Low-income Energy Assistance Program (LEAP)

The Colorado Low-income Energy Assistance Program (LEAP) is a federally funded program that helps eligible hard-working Colorado families, seniors and individuals pay a portion of their winter home heating costs. If your income is up to 60% of the state median income level, you may qualify for heating assistance through LEAP. Fremont County Department of Human Services

The Fremont County Department of Human Services administers all assistance payments and related income support program policies in accordance with the rules and regulations contained in the Colorado State Staff Manuals, Vol. III, IV-B and VIII. Since 1984, Loaves and Fishes Ministries of Fremont County has been the primary resource in Canon City, Florence, Penrose, and the surrounding areas for those experiencing homelessness and poverty by providing essential services and life-changing programs.

Upper Arkansas Area Council of Governments (UAACOG)

UAACOG provides services for the benefit of individuals, families, businesses, and local governments in four counties along the Upper Arkansas River Basin in central Colorado. The four-county COG Region includes Chaffee, Custer, Fremont, and Lake Counties. Some programs serve additional counties, including Park, Teller, and Saguache. Programs include CSBG Emergency Assistance (mortgage, utilities, medical, dental, etc.), Food Distribution, Headstart, Housing, WIC, Workforce Center, and more.
