5.      Adoption of the Agenda and Consent Agenda
Pursuant to subsection 2.04.090(B) of the Cañon City Municipal Code, this agenda may be amended, by a majority of Council, by the addition of new items or otherwise, prior to the conduct of any formal business hereinafter listed.

Consent Agenda
All matters listed under Item 3, Consent Agenda, are considered to be routine and will be approved with one motion.  Documents are approved substantially as drafted.  There will be no separate discussion of these items unless a Council member or citizen so requests, in which case the items may be removed from the Consent Agenda and considered separately, at the discretion of Council.

a. Ratify purchase of a 22’ LED panel Christmas tree with a 48” star from Temple Display, Ltd, Oswego, Illinois; $13,802.20.

b. Extend Bid #23-16 to B & G Construction for stormwater facilities maintenance; amount not to exceed $200,000.00.

c. Extend Bid #51-17 to Avalanche Excavating for downtown alley reconstruction; amount not to exceed $200,000.00.

d. Extend Bid #18-17 to Lyle Signs for traffic control signs; amount not to exceed $32,000.00.

e. Authorize Contract Services with the Pueblo City-County Health Department - Bacteriological testing in an amount not to exceed $9,700.00.

f. Authorize Mayor’s signature on Memorandum of Understanding with City of Pueblo – joint equipment collective for driver’s training at the Pueblo Chemical Depot.

g. Authorize Mayor’s signature on Agreement for Participation in the Upper Arkansas Recycling Program – amount not to exceed $13,067.00. 

h. Approval of Combined Regional Communications Authority (CRCA) 2018 Budget in the amount of $1,219,623.19 (3% increase) – authorizing quarterly payments in the amount of $140,962.24.

i. Authorize an addition to the Scope of Work to existing contract with Atkins in the amount of $180,000.00 – for capacity and flooding analysis for the Hydraulic Ditch.

j. Bids:

---#01-18: Four Ford Inceptors for the Police Department to Faricy Ford, Cañon City, CO; $161,809.17.

---#06-18: 2018 Janitorial Services for various buildings to The Clean Company, Cañon City, CO; amount not to exceed $70,000.00.

---$20-18: Thermoplastic pavement markings for the Streets Division to Flint Trading, Inc. Thomasville, NC; amount not to exceed $10,000.00 (sole source).

9.      Public hearing: Application for a TRANSFER OF OWNERSHIP of a 3.2% Beer Retail License at 1501 Central Avenue from Alan D’s, LLC to Pester Marketing Company

10.     Public hearing: Application for a TRANSFER OF OWNERSHIP of a 3.2% Beer Retail License at 2075 Fremont Drive from Beaver Park Investments, Inc. to Pester Marketing Company.

11.     Public hearing: Application for a TRANSFER OF OWNERSHIP of a 3.2% Beer Retail License at 420 Royal Gorge Blvd. from Beaver Park Investments, Inc. to Pester Marketing Company.

15.     Ordinance 2, Series of 2018 First Reading
An ordinance assigning the local liquor licensing authority pertaining to Special Event Liquor permits to the City Clerk (12-48-107(4)) and prohibiting the consumption of alcohol by the licensee, staff, volunteers, etc. while participating in the sale, service, etc. of alcoholic beverages.

16.     Ordinance No. 3, Series of 2018 First Reading
An ordinance amending Title 17, revising the definition of “Junkyard”, adding a definition for “Intermodal Shipping Container”, and enhancing provisions for screening of commercial/industrial uses and maintenance of display lots.

17.     Ordinance No. 4, Series of 2018 First Reading
An ordinance amending Section 13.08.045 and deleting Section 13.04.155 of the Municipal Code concerning the abandonment of water tap permits and water taps.

18.     Ordinance No. 5, Series of 2018 First Reading
An ordinance amending Section 8.80.020(8) of the Municipal Code – designating the Board of Adjustment to hear and decide appeals and variances from the City’s floodplain regulations.

19.     Approve City Administrator’s 2018 Work Plan.

20.     Executive Session:  Municipal Judge’s Evaluation & Contract. (NOTE:  24-6-402 (4) (f) (I) – Personnel matter.)
