Conduct of Operations:
· Work authorized by permit on public rights of way
or by property owners on private property neither express nor imply
a right to violate any law of the land while in the process of
performing such labor.
· All tree service work shall be
conducted in a manner as to cause the least possible interference
with or annoyance to others.
· Inadequate or improperly trained
personnel shall not be utilized for work on trees beyond their known
capacity or ability to perform properly or safely.
· A qualified supervisor shall be
present at all times while work is being performed.
· Damage to improvements or injury to
persons from permitted right of tree operations shall be reported to
the City Forester and arrangements made to make restitution or
repairs within a reasonable amount of time. Damage or injury on
private property shall be resolved between the owner and the tree
service company.
· Limbs, logs and any other debris
resulting from permitted or authorized tree service operations shall
be promptly and properly taken to the Fremont County Landfill.
Public rights of way shall be kept safe, clean and clear at the end
of each day's operation. Under no circumstances shall the
accumulation of brush, limbs, logs or any other debris be allowed
upon public rights of way in such a manner as to result in a public
hazard.
· Use of tools or equipment in an
unsafe manner or any application of techniques or methods deemed
unsafe to life, limb or property is not allowed.
· The use of climbing spurs or spike
boots in the process of pruning trees is forbidden.
· Public right of way trees shall not
be topped unless the City Forester authorizes the procedure.
· Severed or partially cut limbs
shall not be left in the upper parts of any tree after workers have
left the job site.
· Pedestrian and vehicular traffic
shall be allowed to pass through work areas only under conditions of
safety and with as little inconvenience and delay as possible.
· Adequate barricades and warning devices shall be placed and
flagmen shall be stationed as necessary for the safety of persons
and vehicles on public rights of way.
· Whenever trees or parts of trees
which are large enough to cause damage to public or private
improvements are being removed, such trees or tree parts shall be
secured and lowered safely to the ground in a controlled manner.
· Affixing or installing any objects
foreign to a tree, on the public right of way shall not be allowed.

· Public or private utilities of any
kind which will be implicated or jeopardized by any permitted or
authorized tree service activity on public or private property shall
be contacted and the appropriate property owners informed.
