19: Government Access
PURPOSE:
The primary purpose of CCTV-Channel 19 is to provide the citizens
with a source of information about civic affairs, local government
and education through live, or videotaped broadcasts of various
public meetings, events and programs, including, but not limited
to, city council, county commissioners, school boards and planning
commission meetings. The purpose of this programming is to provide
objective, accurate, impartial and factual information to the
public as a service to the public via government access cable
television. The City of Cañon City shall be guided by this
purpose in all programming decisions and shall strive to provide a
fair and balanced presentation on any program, forum or debate.
POLICY:
The policies set forth herein are authorized by 47 U.S.C. §531(b)
which allows the City, as a franchising authority, to adopt rules
and procedures for the use of cable channel capacity designated
for governmental use. Article I, Section 3 of the Charter of the
City of Cañon City authorizes the City to adopt administrative
rules and regulations governing administrative procedures and the
application of a law to the public. The provisions of the Campaign
Reform Act (C.R.S. §1-45-101 et seq., as amended) shall apply to
this policy.
GOVERNANCE:
Responsibility for the programming for CCTV shall be under the
supervision and direction of the City Administrator and a division
of the City Administrator’s Office in accordance with the
policies and regulations adopted by the Mayor and Cañon City
Council.
